About Climate Action Group

The PAP Climate Action Group (CAG), established in 2024, is dedicated to taking action against climate change and fostering a sustainable future for generations to come. We welcome various stakeholders to work with us in driving meaningful and lasting change. We seek to empower communities, advocate for policy reforms, and foster thought leadership in response to the climate crisis.

Dr Koh Poh Koon, Chairperson of the PAP Climate Action Group and Senior Minister of State for Manpower, and Sustainability and the Environment

Dr Koh plays a key role in securing Singapore’s food supply and ensuring food safety. He also oversees the transformation of the agri-food industry into one that is highly productive, climate-resilient and sustainable by leveraging technology and innovation. Dr Koh also guides the coordination of whole-of-government efforts to combat marine litter and protect Singapore’s coastlines from the threat of sea level rise through the implementation of Singapore’s coastal protection plans. At the Ministry of Manpower, he ensures a Just Transition for workers as our economy undergoes a green transformation in response to climate change actions.

Dr Koh drives sustainability efforts in Tampines Central, working to transform the area into an eco-town with enhanced efforts to close the waste loop and encouraging residents to adopt a sustainable farm-to-table lifestyle.

Louis Ng, Co-Chairperson of the PAP Climate Action Group

Louis is a strong advocate for our planet since his childhood years, he founded ACRES when he was an undergraduate and spent almost all of his adult life speaking up and pushing for greater environmental and wildlife protection.

As Chairman of the Government Parliamentary Committee (GPC) for Sustainability and the Environment, Louis has been a strong voice in Parliament, having tabled two Private Member’s Bills which have led to increased wildlife protection and improved efforts to tackle food waste. Beyond his policy work, he is hands-on in the community, leading marine clean-ups, food rescue efforts, and greening initiatives in Nee Soon East.

Carrie Tan

Carrie leads the Resilient Future subcommittee. She advocates for a nature-based ecosystem approach to addressing the climate crisis. She has spoken in Parliament referencing Doughnut Economics and actively models conscious consumption through community initiatives to actualise the “Use Less, Share More & Waste Not” philosophy.

Carrie envisions a Singapore that prioritises well-being alongside economic progress, advocating for mindful growth and a National Well-being Index to progress towards a more sustainable society. In her Nee Soon South constituency, she promotes permaculture to engage citizens in learning about and participating in a low-carbon food system for Singapore.

Cheryl Chan

Cheryl champions a low-carbon, energy-efficient society, emphasising the need for energy resilience and the reduction of carbon footprint in Parliament. She advocates for enhancing energy security through the diversification of Singapore’s energy sources and promotes public-private sector collaboration to implement technological solutions and accountability frameworks, crucial for a sustainable future.

In Fengshan, Cheryl leads energy-saving initiatives such as installing solar panels on all HDB blocks to reduce carbon emissions and promote clean energy. She also encourages the community to adopt eco-friendly practices for a more sustainable future.

Don Wee

Don leads the Green Economy subcommittee, envisions Singapore as a regional hub for sustainability-related services and products. He advocates for enhanced green financing, more green jobs, and stronger corporate accountability to ensure Singaporeans thrive as the world moves toward a more sustainable economy.

Don serves on the Green Skills Committee, established by the Ministry of Trade and Industry in 2023, to develop sustainability capabilities across various sectors for a green economy. He also spearheaded the annual Brickland Sustainability Festival, encouraging residents to adopt greener practices in their daily lives.

Gan Thiam Poh

Thiam Poh envisions a Singapore that is both sustainable and resilient to the challenges of climate change. In Parliament, he advocates for renewable energy adoption and the integration of energy-efficient infrastructure to secure a greener and more sustainable future for the next generation.

In the Fernvale community, he champions sustainable living through initiatives like food rescue programs and tree-planting efforts, where residents and volunteers planted 10,000 trees and shrubs within Ang Mo Kio Town Council, contributing to Singapore’s green goals.

Hany Soh

Hany leads the Sustainable Living subcommittee. She advocates for a tripartite partnership between the government, private organisation and the community to promote greener living. She has tabled motions and private members’ bills in Parliament to strengthen these efforts, while highlighting the role of the community in raising awareness about sustainability.

As the Sustainability Champion and Vice-Chair of Marsiling-Yew Tee Town Council, she led the initiative to upcycle old train parts into community amenities. In Woodgrove division, she collaborates with government agencies, community partners and residents to drive green initiatives, which are showcased annually at Woodgrove’s World Environment Day.

Dr Lim Wee Kiak

Dr Lim advocates for energy resilience, including exploring the potential use of nuclear energy to reduce Singapore’s reliance on fossil fuels and lower carbon emissions. Since entering Parliament in 2006, he has actively championed green and environmental issues, leading the Canberra division to become the first in Singapore to implement recycling bins for every HDB block to promote sustainability.

Additionally, Dr Lim successfully lobbied for the development of Sembawang Hot Spring Park to enhance community recreational spaces and environmental awareness.

Nadia Samdin

Nadia leads the City in Nature subcommittee. She advocates for a greener and bluer Singapore, balancing the delicate needs between conservation and development. Nadia often speaks up on issues such as coastal management, aquaculture, food security, conservation, and human-wildlife interactions. She believes in the power of collaborative stakeholders and communities to tackle environmental issues, and the importance of taking a coordinated and science-based approach.

Nadia is also a recreational diver who has supported efforts to tackle marine litter through dive and beach clean-ups including the youth-led Cheng San – Seletar Kayak ‘N’ Klean. She has also called for the designation of Singapore’s second marine park to help preserve our marine ecosystems for future generations.

Poh Li San

Li San leads the Energy Reset subcommittee. She believes that green technologies coupled with business innovations can significantly reduce carbon emissions, especially in the energy and manufacturing sectors. She advocates for a coordinated green transition among government, businesses, and the public, and has tabled two parliamentary motions on the Climate Emergency and transitioning to a low-carbon society.

Li San also promotes sustainability as a collective responsibility, encouraging a “less waste-and recycle more” lifestyle. She leads community initiatives with Sembawang Branch volunteers, organising food rescues and recycling drives, and hosts an annual Sustainability Day in Sembawang West to raise climate awareness among residents.

Donavan Cheah

Donavan is a champion for sustainability within the Young PAP (YP). He organises initiatives such as the YP’s Environmental Impact Assessment (EIA) workshop, where he engages experts and advocates to discuss Singapore’s balance between development and sustainability goals. He hopes future generations will live in a country powered by cleaner energy and more sustainable practices, and he actively contributes to youth volunteer movements to help foster collaboration across diverse community groups towards this vision.

Professionally, Donavan is a consultant in the cybersecurity space, identifying how cybersecurity and Environmental, Social and Governance (ESG) goals align to build trust in organisations’ responsibilities toward stakeholders.

Fang Eu-Lin

Eu-Lin champions the green economy and energy transition in addressing climate change. She currently leads the Sustainability & Climate Change practice across PwC Singapore, drives the PwC Asia Pac Centre for Sustainability Excellence based in Singapore and is a member of global sustainability leadership teams at PwC. She is also the Asia Pacific Sustainable Finance Leader. Prior to assuming the Sustainability & Climate Change practice head role at PwC Singapore in 2016, she was a financial services specialist partner.

As a practicing Singapore Chartered Accountant, she believes that accountants can play an important role in fighting climate change and advancing sustainability in business and in the community. She serves on various boards and committees where she contributes in areas of the audit committee, risk committee and sustainability

Josh Lee

Josh is an active advocate for climate action within the Young PAP (YP). He assisted in the Party’s second motion in Parliament to address climate change in January 2022. He also serves as the YP lead for the Action for Green Towns taskforce in Holland-Bukit Panjang to move our towns towards zero-waste, energy-efficient and greener towns by 2025.

Professionally, Josh is the Managing Director (APAC) of the Future of Privacy Forum and Advisor (Technology, Media and Telecommunications) in Rajah & Tann Asia.

Kenneth Yeo

Kenneth led the Young PAP’s Climate Action Group from 2019 to 2024. He spearheads efforts to address climate change by publishing three position papers, which were championed by PAP MPs during the 2020 and 2022 COS Debates. He also facilitated focus group discussions with his team, bringing together climate activists, sustainability experts, industry representatives, and members of the public to gather feedback on pressing environmental issues.

Together with his team, Kenneth also organised community outreach initiatives, such as beach clean-ups and nature tours, to promote environmental awareness. Professionally, he is an academic specialising in counterterrorism and counterinsurgency research in Southeast Asia.
