PAP Team for Bishan-Toa Payoh GRC

The People’s Action Party has announced the following team representing the PAP to stand for election at Bishan-Toa Payoh Group Representation Constituency (GRC): 

  • Cai Yinzhou
  • Chee Hong Tat
  • Elysa Chen
  • Saktiandi Supaat

The team was introduced today at the PAP Toa Payoh West-Thomson branch office, where they shared their motivations to step forward and sought the mandate to represent Bishan-Toa Payoh residents.

About the team

Cai Yinzhou 蔡引舟 , 35 

Cai Yinzhou wants a Singapore where every child, including his children, can grow up in a society that is inclusive, compassionate and full of opportunities. For over a decade, Yinzhou has been involved in ground-up efforts to support those in need. These experiences have shaped his belief that meaningful change starts not just with policies, but with people — on the ground, doing the work together. 

As a Scout in his younger days, Yinzhou learnt about service and resilience. These values continue to guide him today. He was involved in starting backalleybarbers, a volunteer initiative providing free haircuts to elderly and rental flat residents.   

As Executive Director of the Chinatown Heritage Centre, Yinzhou has the privilege of preserving and sharing the stories of our early migrants – stories of sacrifice, hard work, and hope. These are the values that built our nation. As a young father, he believes it is our responsibility to pass these on to the next generation. 

Yinzhou looks forward to actively listening and learning from the strong community networks here, and to draw on his grassroots experiences since 2018, to serve the residents of Bishan–Toa Payoh. 

 

Chee Hong Tat 徐芳达 , 51 

Chee Hong Tat has been serving in Bishan-Toa Payoh since 2015. He is currently the Minister for Transport and Second Minister for Finance, and Deputy Chairman of the Monetary Authority of Singapore.   

Trained in electrical engineering and economics, Hong Tat believes in working with others to tackle challenges and solve problems together. He applies this approach in rejuvenating Bishan-Toa Payoh to build strong communities for residents of all ages.     

He advocates for a competitive economy with inclusive growth – one that provides good jobs for Singaporeans and cares for all segments of society, so no one is left behind. He encourages those who have done well to give back to society through philanthropy and volunteerism.   

As a father of four, Hong Tat wants to build a Singapore where our children will be proud to call home.  

 

Elysa Chen 陈诗韵 , 41 

Elysa Chen began her career as a crime reporter with Singapore Press Holdings, where her experiences shaped her deep commitment to supporting children. Driven by a vision that every child in Singapore deserves a safe, nurturing home and the best chance to succeed, Elysa has devoted her efforts to building stronger families and a brighter future for all. 

She later transitioned into the teaching profession, serving as a lecturer at Hwa Chong Institution, and began volunteering as a tutor to further invest in the lives of young people. In 2018, she took on the role of Executive Director at CampusImpact, where she continues to work towards her mission of creating a strong, supportive society. 

Since 2020, Elysa has served as a district councillor with the North West Community Development Council, advocating for policies that support those who need it most and ensuring that no one falls through the cracks. Her hands-on experience in the community has informed her approach to creating real, tangible change. 

As a member of Punggol Coast’s Citizen’s Consultative Committee, Elysa has worked tirelessly to foster strong family bonds and enhance the sense of community. 

Elysa is a proud wife and mother to a young son, and her family is the driving force behind her passion to build a better Singapore for all. 

Elysa is ready to serve with compassion, dedication, and a steadfast commitment to making a meaningful difference in the lives of every Singaporean. 

 

Saktiandi Supaat 安迪 , 51 

Saktiandi Supaat works closely with dedicated community volunteers and partners to better the lives of his constituents and to build a strong neighbourhood. He has rolled out programmes aimed at improving residents’ financial literacy, employment opportunities and ability to meet their daily needs. 

Saktiandi has a wide-ranging outlook to uplift Singaporeans. In Parliament, he speaks about economic and socio-economic issues affecting Singaporeans, and is active in raising matters relating to transport, as well as other key issues such as fair employment practices legislation and Singapore’s green transition. 

Saktiandi is married with three children. His hobbies include reading, photography, and rugby.
