
The People’s Action Party has announced the following team representing the PAP to stand for election at Nee Soon Group Representation Constituency (GRC):
- Goh Hanyan
- Lee Hui Ying
- Jackson Lam
- K Shanmugam
- Syed Harun Alhabsyi
The team was introduced today at the PAP Chong Pang branch office, where they shared their motivations to step forward and sought the mandate to represent Nee Soon residents.

Goh Hanyan 吴函燕 , 39
Goh Hanyan’s dedication to service is deeply rooted in her upbringing. Raised by a father who was a passionate grassroots volunteer and a mother who was a teacher and caregiver, Hanyan witnessed firsthand how service can transform lives and uplift communities. Her personal experience ignited her own commitment to public service.
Hanyan began her career at the Singapore Economic Development Board (EDB), where she held various positions with a clear focus: attracting investments and creating good jobs for Singaporeans. Her overseas posting in the United States provided invaluable insights into the challenges of global competition, reinforcing her belief that Singapore must continuously innovate and adapt to remain competitive on the world stage.
Hanyan later joined the Prime Minister’s Office Strategy Group, where she contributed to whole-of-government policy development such as strengthening support for gig economy workers. She subsequently moved to the Ministry of Digital Development and Information, where her team refreshed Singapore’s Smart Nation vision to create a thriving digital future for all.
At the heart of all her experience is Hanyan’s commitment to understanding and representing her residents and ensuring that national policies translate into meaningful impact in everyday lives. She believes in fostering a society where families flourish, seniors age with dignity, and every child has the chance to succeed. She is dedicated to serving with authenticity, resilience, and kindness, and working alongside her residents to ensure their voices are heard and needs are met.
As a daughter, wife, and mother of three young children, Hanyan is reminded daily of the importance of working to build a brighter future for the next generation.
Lee Hui Ying 李蕙莹 , 35
At 19, Lee Hui Ying started her volunteering journey in Nee Soon South. She has been actively serving the community as a young volunteer for more than 15 years, and has never stopped. It’s a journey that remains deeply meaningful — from supporting seniors and empowering our youth to helping young families thrive.
That early sense of purpose grounded her, and grew into a lifelong commitment to serving with heart. Hui Ying cares deeply for both our seniors and youth, and is committed to listening, connecting, and giving her best for residents of all ages.
Hui Ying has had a diverse career in the communications role across the public, private and philanthropic sectors, having held positions in the Ministry of Digital Development and Information, Ministry of Transport and Ministry of Health. She is currently the Director of Communications at Temasek Foundation, a non-profit organisation that supports diverse impactful programmes to uplift communities. She brings a clear focus on turning policy into real impact — bridging ideas and action, and connecting policies to the ground.
With a heart for service and a clear sense of purpose, Hui Ying is dedicated to creating a community where every voice is heard, and every resident feels truly seen and valued. Because our Singapore story isn’t just about progress — it’s about our people. It starts by walking the journey together.
At 176.5cm, Hui Ying is the tallest of her two sisters.
Jackson Lam 林纬量 , 40
Jackson Lam lives by the motto “putting my heart in everything I do”.
This has guided him throughout his career which has been focused on community building and outreach engagement.
His years of volunteerism in the community has also been shaped by this belief. His dedication to volunteerism includes more than 12 years helping out at Chong Pang Grassroots Organisations, being the Branch Secretary for PAP Chong Pang Division for almost 7 years, where he has organised community building and resident engagement events.
Most recently, he was also appointed Treasurer in the Singapore Wushu Dragon & Lion Dance Federation.
His passion for caring for seniors and underprivileged youths is a story close to home. After his father passed away, and his mother remarried, Jackson was largely cared for by his grandmother. Staying with different relatives and experiencing hardships during his turbulent teenage years has moulded his resilient character. This formed his belief that all youths can be given opportunities in life to do well and do good.
Despite his background, Jackson believes if he puts his heart in everything he does, he will succeed. What it takes is a lot of hard work, a positive attitude, and the ability and willingness to listen and connect with all.
Jackson graduated with an Honours degree in Business Management from the University of Bedfordshire in 2013.
K Shanmugam 尚穆根 , 66
As Minister for Law, K Shanmugam is outspoken about tempering the law with compassion, aiming to make Singapore more compassionate, with greater communitarian spirit and which looks after those who can’t look after themselves. Known as one of Singapore’s finest legal talents, Shanmugam has made various policy initiatives and changes that strengthened our justice system and protection for the vulnerable.
As Minister for Home Affairs, Shanmugam believes in making sound policies that bolster our resilience and preparedness, and in integrating technology in the Home Team.
A strong advocate for animal welfare, Shanmugam owns four rescue dogs.
Syed Harun Alhabsyi 赛义德哈伦 , 40
Dr Syed Harun Alhabsyi firmly believes that a life is well lived when discharged in service of others.
Harun started his volunteering journey in his youth with the Malay self-help group Yayasan Mendaki and has continued on to contribute in other capacities. Within the Malay Muslim community, he is the President of Lembaga Biasiswa Kenangan Maulud and a former board member of the Islamic Religious Council of Singapore. He has his heart for the community and believes it takes a village to raise a child, himself attributing his own success as a doctor from the wisdom, support and mentorship of others in the community.
He is also passionate about the power and energy of Youth, and contributes his time as a member of the National Youth Council, encouraging conversations amongst youth and nurturing their aspirations towards building Singapore’s future.
As a Consultant Psychiatrist in private practice, he hopes to improve access to mental healthcare and mental wellbeing. He is a member of HPB’s Mental Wellbeing Resource Panel and advocates for greater mental health awareness and literacy in the community.
In 2019, he was named as National Council of Social Services 40-under-40, a youth leadership platform for promising leaders in the Social Services sector. He was nominated for the Singapore Youth Award, the nation state’s highest accolade for under-35s and was one of fifteen finalists for the award, receiving a Special Commendation for the Most Inspiring Story. In 2023, he was selected as an ASEAN Youth Fellow as part of an emerging network of young leaders to nurture partnerships and collaboration within ASEAN.
In his free time, Harun enjoys a good exercise workout at the gym, a game of hockey with friends, or some quiet time with his wife and family.
