PAP Team for Sembawang GRC

The People’s Action Party has announced the following team representing the PAP to stand for election at Sembawang Group Representation Constituency (GRC): 

  • Gabriel Lam
  • Mariam Jaafar
  • Ng Shi Xuan
  • Ong Ye Kung
  • ​Vikram Nair

The team was introduced today at Beaulieu House, where they shared their motivations to step forward and sought the mandate to represent Sembawang residents.


About the team

Gabriel Lam 蓝延理 , 43    

Gabriel Lam believes in the power of transformation through education and second chances in life; he has seen how continuous learning leads to major transformations and how a second chance at life empowers one to make breakthroughs in areas of personal, family, and work life. 

Gabriel dedicates his career to fostering environments where lifelong learning and professional development are not just encouraged but ingrained in the organisational culture.  

This perspective drives his efforts to promote continuous education, giving all workers a fair chance to develop professionally and to improve social mobility. 

His commitment to continuous learning led him to complete his EMBA with Nanyang Technological University in 2021 and the Public Leadership Credential with Harvard Kennedy School of Government in 2023. 

A devoted father of three young children, Gabriel experiences first-hand the challenges of balancing career ambitions with his role as a nurturing parent. As such, he is committed to supporting parents in thriving professionally at every parenting stage. He strongly believes families to be the bedrock of society and that for society to progress, strong family structures are essential. 

His dedication to family extends beyond his home life.  

Gabriel supports and mentors ex-offenders, helping them reintegrate into society with dignity and purpose. He has been a member of MHA’s Board of Visitors (CRC) since 2021, and a supporter of YRSG since 2011. He is also a United Against Drugs Ambassador with the Central Narcotics Bureau. 

His holistic approach provides meaningful opportunities for those seeking to turn their lives around, aligning with his broader vision of fostering growth and transformation. 

An active community volunteer since 2018, Gabriel focuses on uplifting families in practical ways including the distribution of refurbished laptops to school going children from low-income families to facilitate home based learning during the COVID period. 

  

Mariam Jaafar 佳馥梅 , 48 

Mariam Jaafar’s vision in giving back to the country is focused on three main tenets. Firstly, investing in our people, from early childhood education to lifelong learning, upskilling and reskilling, to continuing to create good jobs and opportunities for Singaporeans in a rapidly changing world. Secondly, promoting diversity and inclusion, so everyone is treated with fairness and respect, and feels they belong. Thirdly, improving accessibility to welfare and healthcare (including mental health). She believes in fighting to ensure Singaporeans continue to enjoy social mobility.  

Mariam desires to be a voice for and contribute not just to the Malay Muslim community, but also to the broader society, while bringing a global perspective. She believes in going to the ground, interacting with people to really understand their issues in order to work out innovative and sustainable solutions.  

She loves her big family, chocolate croissants, and is a proud Liverpool FC fan. 

 

Ng Shi Xuan 黄士轩 , 36

Ng Shi Xuan is a young parent, business owner and community leader. He embraces sustainability, wants to enrich our local businesses and empower youths to build a better Singapore for our future generations.  

His personal journey has shaped his world views and he believes that everyone can play their part for sustainability. He also believes that a thriving Singapore can only be built on thriving businesses powered by thriving Singaporeans. Lastly, he is passionate about young children’s health and advocates that having a healthy mind and body is the key to unlocking every child’s full potential.   

As an active volunteer since 2015, he has led many ground initiatives to engage, enrich and empower youths in the community. He hopes to bring the same spirit to the constituency where he will serve, listen and take action for his residents.   

Shi Xuan is currently a director at Powermark Battery & Hardware Trading and a life-long vegetarian.  

In his free time, he enjoys playing soccer, jogging, practicing Yoga, reading with his three children and singing with his wife.   

 

Ong Ye Kung 王乙康 , 56 

Since stepping into politics, Ong Ye Kung has helmed several portfolios, including Health, Transport, Education, and Defence. As Health Minister, he helped lead Singapore’s fight against COVID-19, and most recently spearheaded a major transformation of our healthcare system to focus on preventive care through the Healthier SG strategy. 

As a Member of Parliament, he is developing Sembawang, a young town, into a green, rustic and healthy estate. 

Ye Kung finds the greatest joy in being a husband and a father. He is a fan of Star Wars, Marvel movies, rock music and a struggling EPL team. 

 

Vikram Nair விக்ரம் நாயர் 维凯 , 47 

As Chairman of the GPC for Defence and Foreign Affairs, Vikram Nair advocates regular and long term investment in both defence and building our international networks. 

Vikram also speaks up on social issues and wants to ensure that Singapore remains a good place to live in, where everyone has opportunities.  He also recognises the importance of taking care of the place we live in. Sembawang Town Council, which he has Chaired for the last 8 years, has maintained a perfect score on the MND’s Town Council Management Report and has overseen numerous improvement projects in each of the precincts. Being adviser to three unions, he listens to issues employees face and raises them in Parliament when policy matters are to be considered. 

Vikram is a family man and a doting father to his daughter, Indira.
