PAP Team for Tanjong Pagar GRC

The People’s Action Party has announced the following team representing the PAP to stand for election at Tanjong Pagar Group Representation Constituency (GRC): 

  • Alvin Tan
  • Chan Chun Sing
  • Foo Cexiang
  • Joan Pereira
  • Rachel Ong

The team was introduced today at Tanjong Pagar Plaza, where they shared their motivations to step forward and sought the mandate to represent Tanjong Pagar residents.

About the team

Alvin Tan 陈圣辉 , 44 

Alvin Tan serves as Minister of State for Trade and Industry and Culture, Community and Youth, and Board Member of the Monetary Authority of Singapore.  

At the Ministry of Trade and Industry (MTI), he works with businesses to drive the growth of Singapore’s startup ecosystem, shape the future of manufacturing and green tech, and expand Singapore’s global trade, business and tourism appeal.  

At the Ministry of Culture, Community and Youth (MCCY), he refreshed the Harmony Circles, launched the national MentoringSG program to empower youth, set up the SG Mental Well-Being Network and supports our arts, heritage and sports sectors.  

At the Monetary Authority of Singapore (MAS), he focuses on developing on our financial sector, particularly in fintech, green finance, and financial sector talent. He also served on the Inter-Ministerial Committee on Anti Money Laundering. 

As Member of Parliament for Moulmein-Cairnhill, he has enhanced local estates and accessibility, and initiated grassroots projects focused on sustainability, racial harmony, and mental well-being. Alvin also oversees and advocates for the sustainability efforts in the Tanjong Pagar Town Council. 

He is married and a father of two young children.

Chan Chun Sing 陈振声 , 55 

As the Minister for Education, Chan Chun Sing champions lifelong learning for all Singaporeans to remain relevant and competitive. He encourages everyone to broaden the definition of success: to look beyond achievements and encompass contributions to our community. 

In his former role, Chun Sing drove Singapore’s economic and industrial development as the Minister for Trade and Industry. During the Covid-19 pandemic, he led teams to secure supply chains and essential items for Singaporeans, while focusing on the future through attracting investments here and forging international partnerships. 

He was previously Secretary-General of the National Trades Union Congress (NTUC), Minister for Social and Family Development, Second Minister for Defence and Minister of State for Information, Communications and the Arts. Before joining politics, Chun Sing served in the Singapore Armed Forces (SAF), where his last role was Chief of Army. 

Chun Sing is married with three children and enjoys reading and jogging. He can be frequently found at the markets and food centres in Buona Vista, meeting and listening to his residents over meals.

Foo Cexiang 符策翔 , 39 

Foo Cexiang believes that as Singapore transforms into a global metropolis, it is more important than ever that we ensure nobody feels alone or left behind, and everyone continues to have optimism and drive for a better tomorrow. 

Over the past 15 years, Cexiang worked in various government agencies where he helped to provide our children a good start in life, grow more good jobs for Singaporeans, strengthen our multi-racial and religious social compact and create more connected communities. 

He aspires for a Singapore where everyone feels a strong sense of belonging and he looks forward to working with all residents to grow engaged and supportive communities. 

In a world of geopolitical contestation and the use of AI, Singapore’s multi-culturalism is our superpower and Cexiang strives to help our young unlock this superpower. Cexiang advocated for this throughout his time in the civil service – championing the ‘Knowing Asia’ thrust in MOE to equip students with a deeper understanding of our region; and initiating the Alliance for Action in MOT to strengthen Singapore as a global supply chain hub.  

As a father of three young children, Cexiang is passionate about the future of our young. He is concerned about the impact of social media as they grow up. When he was in the Ministry of Education, he championed programmes to build social and emotional strength in our children. While schools play an important role, Cexiang’s personal reflection is that the greatest gift parents can give our children is the confidence that we are proud of them, If our children know that we, as parents, are proud of them regardless, they will be set for life.

Joan Pereira 祖安清心 , 57 

Understanding that the issues of an ageing population are a growing concern, Joan Pereira has been a long-time champion for families and the elderly. Joan believes when strong and deep bonds are formed among families and neighbours, they look out for one another and share one another’s joys and challenges, resulting in strong families, a strong community and a strong Singapore. 

A mother of two grown-up children, Joan loves people and enjoys interacting with them, especially the elderly. She aspires to connect and engage with the residents of Tanjong Pagar GRC, and serve them to the best of her ability.

Rachel Ong 王心妍 , 52 

As Co-Chairperson of the PAP Mental Health Workgroup, Rachel worked closely with communities to destigmatise mental health, promote psychological well-being, and strengthen care systems that support individuals and families across all walks of life. 

She is the Founder and Chair of ROHEI, a learning and consulting firm that partners organisations to build cultures that honour both people and results. The firm has been recognised as one of the Top 5 Best Workplaces in Asia and among the Best Workplaces in Singapore by the Great Place to Work Institute. 

Driven by a firm belief that every youth deserves a success story, Rachel helped start Trybe Ltd, an Institute of Public Character (IPC) non-profit dedicated to youth development. Today, she continues to serve as Patron of Trybe, which celebrates its 30th anniversary this year. 

She also champions disability inclusion as Chairman of The Purple Parade Ltd, Singapore’s largest movement supporting Persons with Disabilities (PWDs) with a vision to see all PWDs have equal access to education, employment, transport, and social networks. 

In her free time, she loves to read, play tennis and eat with her family and friends.
