 Introduction



Patrick is a lawyer by training. After starting his career in the Singapore Police Force, he has been working in the trade union movement since 2002. He is currently Assistant Secretary-General in the NTUC, leading efforts to help all Singaporean workers.

Passionate about improving Singaporeans’ livelihoods, Patrick is the co-chair of the NTUC-SNEF PME Taskforce where he champions the interests of PMEs (professionals, managers and executives) so that they continue to have a level playing field to earn better wages, enjoy better welfare and better work prospects, ultimately protecting the Singaporean Core.  Since 2011, he has been involved in the review of most major labour legislation in Singapore such as the Employment Act, Employment Claims Act, the Industrial Relations Act, and the upcoming Workplace Fairness Legislation.  He has also advised and assisted numerous unions and union members on complex legal, employment, and industrial relations matters, including representing them in the Industrial Arbitration Court.

In Parliament, besides being an advocate for PMEs and all workers, Patrick is also active in promoting other causes, having served in the Government Parliamentary Committees (GPCs) for Manpower, Health, Law and Home Affairs during his first two terms in Parliament. He also led the GPC for Manpower from 2015 to 2020 and is currently the GPC Chair for Education where he champions for the enhancement of the education ecosystem in Singapore.

Before being elected as MP in 2011, Patrick was an active community and Party volunteer for many years. Now, he brings his experience and passion for improving residents’ lives to his roles as MP for Pioneer SMC and Chairman of West Coast Town Council.
