 Introduction



A dedicated parliamentarian and family man rooted in the community, Zhulkarnain Abdul Rahim has always believed in a personal, grounded and ground-up approach that prioritises people over politics. 

Even before he was elected as Member of Parliament, Zhul was passionate about making a difference in society, championing for the empowerment of women, youth and children from disadvantaged households. He helped run a crisis shelter for vulnerable women and children facing domestic violence. Beyond volunteering as a lawyer for legal aid, he also founded Defence Guild SG – a ground-up initiative by lawyers to raise awareness and empower victims of sexual harassment and harms. 

Today, as MP for Keat Hong, Zhul is focused on improving the infrastructure and amenities of the estate; providing more opportunities for greater social interaction and inclusion through community activities; and improving welfare outreach to all residents, regardless their social status and background. Besides MPS (Meet-the-People sessions), he organises GPS (Go-to-the-People sessions) to listen, understand and make effective change on the ground.  

From such feedback, Zhul and his activists and volunteers have sparked various ground-up initiatives for the benefit of residents. For instance, a volunteer-driven survey on eateries led to new initiatives such as free breakfast distributions, temporary pop-up eateries, shuttle services to other food-spaces around the estate, and food vending machine cafes around Keat Hong. Environmental & sustainability efforts, regular food rescue and vegetable distribution from farms in nearby Kranji, have deepened the estate’s historical links to the countryside. Monthly free haircut sessions & lunch, complimentary TCM consultation and quarterly functional health screening for the elderly, have all helped Keat Hong seniors feel less isolated. 

Zhul looks forward to upcoming infrastructure projects that look to invigorate the estate, such as the Arena@Keat Hong mega fitness park and playground, the Jurong Region Line and Tengah town development.
