Minister for Home Affairs and Law K Shanmugam presented the Criminal Law Reform Bill for debate in Parliament.

Under this bill, people who commit crime against the vulnerable such as young children, the disabled and also maids, can be arrested without an arrest warrant. This bill also considers people who are intimate or in close relationships with their abusers, as vulnerable victims.

New offences under this proposed law includes, upskirt pictures, flashing and revenge porn.

Separately, Senior Parliamentary Secretary Amrin Amin announced in Parliament that the minimum age of criminal responsibility will be raised to 10 years old under the Criminal Law Reform Bill.

He emphasised that a balance needs to be struck between protecting the public and being fair to young children who may not understand the consequences of their action.
